Authority announces $540,000 grant program for Home Health Agencies

New Consumer Awareness Grant available to eHIEs

The Pennsylvania eHealth Partnership Authority is releasing $500,000 in grant funding to electronic Health Information Exchanges (eHIEs) in Pennsylvania to launch consumer awareness and education campaigns in their local marketplace. Full details are available here.

Two ex-officio members elected to PA eHealth Partnership Authority Board of Directors

Martin Ciccocioppo, a vice president at the Hospital & Healthsystem Association of Pennsylvania; and Kelly Lewis, a former state legislator who operates AlliedHIE, won two ex-officio seats on the Pennsylvania eHealth Partnership Authority's board of directors. Ciccocioppo won a two-year seat, and Lewis won a one-year seat. As ex-officio board members, they will not vote on matters before the board, but they will be able to voice their opinions.

PA eHealth Partnership Authority Board to meet

The Pa eHealth Partnership Authority board of directors will meet on Wednesday, October 23 at 2:30-5:00 p.m. The meeting will take place at the Clarion Hotel and Conference Center in New Cumberland, PA. The board meeting concludes a two-day plenary meeting for stakeholders and staff to plan the future of electronic health information exchange in Pennsylvania for 2014 and beyond.

The board meeting is an open meeting and individuals need not attend the plenary meeting prior to the board meeting nor pay a registration fee to attend the board meeting.

Gov. Corbett's Healthy PA plan mentions PA eHealth Partnership Authority
Gov. Tom Corbett’s Healthy Pennsylvania plan affirms the use of technology can enhance the delivery of health care and specifically mentions the Pennsylvania eHealth Partnership Authority.

“Having electronic access to secure patient health records not only saves time and costs for providers, but more importantly, it can save lives,” the plan states. “As part of Healthy Pennsylvania, the Commonwealth will continue its commitment to the eHealth Partnership Authority, which is facilitating the statewide electronic sharing of health records among health care providers and ensuring patient confidentiality of records.”

ONC approves updated strategic operations plan
The Office of the National Coordinator for Health Information Technology (ONC) has approved the Authority’s updated Strategic and Operations Plan (SOP), which provides direction to continue establishing a health information exchange in Pennsylvania. This was not a full submission of the plan but rather an update of the plan developed in collaboration with stakeholders and approved last year. The current update includes sections covering sustainability, privacy and security framework, evaluation and performance and project management.

Pa. eHealth Partnership Authority Board holds first meeting
The Pennsylvania eHealth Partnership Authority Board of Directors held its first public meeting on Tuesday, April 23. Board members represent a wide range of backgrounds: hospital executives, HIE industry representatives, consumers, government officials, doctors and long-term care providers.

The meeting helped the board to align with the Authority’s vision and plan for implementing health information exchange (HIE) in Pennsylvania. After insightful discussion, they approved bylaws, interagency agreements and resolutions that will help make HIE a reality.

Labs Making Progress Toward Delivering Results Electronically
In February, the Authority initiated a study to determine the rate at which independent labs in Pennsylvania are enabled for electronic lab results delivery. This survey is a follow-up to a similar survey completed in April 2012.

The study focused on two groups of independent laboratories: those that did not exchange data electronically as reported in the 2012 survey and those that do exchange information electronically but don’t use the standard of Logical Observation Identifiers Names and Codes (LOINC).

Overall, Pennsylvania labs appear to be making progress toward the electronic delivery of lab results, as well as using LOINC: 89.3 percent are enabled for electronic lab results delivery, with 51.2 percent using LOINC.

The Authority will conduct targeted outreach both directly and in coordination with certified Health Information Service Providers (HISPs) to educate labs that expressed interest in DIRECT and the importance of using LOINC to meet Meaningful Use 2.

Consumer Survey

The Pennsylvania eHealth Partnership Authority is conducting a
statewide consumer survey to gauge public knowledge about health information
exchange (HIE).

The responses from the survey will help the Authority develop outreach and
education programs to communicate with healthcare consumers about the value
and benefits of health information exchange. The survey is available on the
